Several bills introduced in Hawaii in 2017 failed to be approved by both houses of the legislature prior to the adjournment of the session. Each is eligible for consideration during the 2018 legislative session.
- Legislation (H.B. 225) to provide that no motor vehicle muffler or exhaust system shall emit a noise level greater than sixty decibels was introduced, but not considered by the House Transportation before adjournment. The bill exempts those mufflers or exhaust systems installed as original equipment.
- A series of bills (H.B. 56, H.B. 354 and H.B. 355) were introduced to exempt antique motor vehicles from the state’s vehicle weight tax, reduce the weight tax for all other vehicles and decrease annual registration fees. Each of these bills was not considered by the Transportation, Health, and Finance Committee in 2017.
- Legislation (H.B. 1146) to increase annual registration fees, increase the gas tax and increase the motor vehicle weight tax was not considered by the House Transportation and Finance Committees.
