Arkansas Bill to Severely Restrict Eligibility for Historic Vehicle Registration Goes to Governor

  • H.B. 1496 would change the historic and specialty vehicle registration requirement from 25-years old or older to 45-years old or older.
     
  • H.B. 1496 would change an already effective law that grants Arkansans the freedom to pursue their love of the great American automotive hobby.
     
  • H.B. 1496 would create one of the strictest age requirements for historic and special interest vehicle registration in the country.
     
  • H.B. 1496 would fail the many hobbyists whose passion is the many great collector vehicles from the 1970s, 80s, and 90s that would no longer be eligible for this specialty designation.
     

Overview: Legislation (H.B. 1496) that would amend the state’s current law governing historic or special interest vehicles to require that these vehicles be 45-years old or older. Under current law, a vehicle only needs to be 25-years or older to qualify as an historic or special interest vehicle. The bill has passed the legislature and now goes to the Governor. Similar legislation in 2017 was withdrawn by the sponsor from consideration on the House floor after an outpouring of opposition statewide. Once again, this bill was rushed through the committee process on a single day.
