SEMA Action Network (SAN) defeated a Hawaii bill to ban vehicles equipped with an exhaust system “that has been modified to make more noise or sound than the vehicle made when manufactured.” The measure would have allowed law enforcement officers to seize and impound a vehicle upon making a subjective determination that the vehicle was in violation.
