The idea behind exempting any class of vehicles is to reduce costs while not losing appreciable emission reductions. This strategy builds support for emission inspection programs but also directs finite resources to where they will be most valuable in cleaning the air.
Overview: Legislation (H.B. 101) has been introduced in the Utah State Legislature to extend the emissions inspection exemption to vehicles that are model year 1967 or older as well as diesel vehicles 1997 or older. Under current law, all gasoline and diesel vehicles six model years or older must be tested biennially and all vehicles 1967 or older must be tested annually. This bill has passed the House and is currently in the Utah Senate Committee on Business and Labor.
