URGENT LEGISLATIVE ALERT
Minnesota Bills Deny Funds to Programs that Tax Cars for Miles Traveled
Legislation (H.F. 387 and H.F. 389) to prohibit the use of state resources to fund a program to tax owners based on vehicle mileage has been introduced. These bills counter legislation (H.F. 325) introduced earlier this year requiring theDepartment of Transportation to take steps to implement a vehicle mileage user fee in the state. The bills will be considered by two committees: the House Transportation Policy and Finance Committee & the Higher Education Policy and Finance Committee.
We Urge You to Contact Transportation Policy and Finance Committee Members & Higher Education Policy and Finance Committee Members (Lists Below) Immediately To Request Their Support for H.F. 387 and H.F. 389
- H.F. 387 provides that the commissioner of transportation may not utilize state funds or resources to study, test, demonstrate, evaluate, or promote a potential mileage-based user fee, or to contract for the performance of these activities.
- H.F. 389 provides that the University of Minnesota and the Board of Trustees of the Minnesota State Colleges and Universities may not utilize state funds or resources to: (1) study, test, demonstrate, evaluate, or promote a potential mileage-based user fee, or to contract for the performance of these prohibited activities; or (2) provide funds including membership dues to any organization regularly engaging in research or advocacy concerning mileage-based user fees.
- H.F. 387 and H.F. 389 seek to protect national efforts to create a more fuel efficient vehicle fleet. As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.
