Kansas Introduces Bills to Allow for Newer Military Surplus Vehicle Registration

• H.B. 2014 allows for the registration and road use of “military surplus vehicles”, which is defined as a vehicle with three axles, is less than 35 years old and was manufactured for use in the United States military forces, or any other country's military forces with substantially similar vehicle standards as the United States military. S.B.18 uses a similar definition, including vehicles manufactured for use in either the United States military forces; or any country that was a member of the North Atlantic Treaty Organization at the time the vehicle was manufactured. The term does not include a fully tracked vehicle.
   
• H.B. 2014/S.B. 18 allow military surplus vehicles to be issued special interest license plates displaying a decal that identifies them as military surplus vehicles.
   
• H.B. 2014/S.B. 18 require an inspection of military surplus vehicles by highway patrol prior to registration, in line with current policy for all assembled, reconstructed and restored vehicles. 
   
• H.B. 2014/S.B. 18 recognize the important historical and patriotic purpose of these vehicles. 
   
• H.B. 2014/S.B. 18 acknowledge that military surplus vehicles are becoming valued collectors’ items among the automotive community.
   

Overview: SAN-supported legislation (H.B. 2014/S.B. 18) has been introduced in Kansas to allow for the registration and on-road use of surplus military vehicles. Currently, only antique military vehicles more than 35 years old can be registered for road use. S.B. 18 awaits consideration in the Senate Transportation Committee. H.B. 2014 is scheduled for a hearing in the House Transportation Committee on Thursday, January 28.
