Iowa Legislation Fails to Meet Crossover Deadline

Several bills introduced in Iowa in 2015 failed to be approved prior to the crossover deadline, when legislation must have passed the original chamber of jurisdiction (House or Senate) and sent to the other for consideration.  All of these bills are eligible for consideration in 2016.

  • Legislation that would provide for the issuance of a single rear-mounted license plate for motor vehicles was approved by the House Transportation Committee and was pending a vote by the full House of Representatives.  Separate legislation to allow vehicles originally manufactured with a front bumper that sits 24 inches from the ground or less to display one plate was not given full committee consideration. 
     
  • Based on SEMA model legislation, a bill that would have allowed Iowa’s vehicle hobbyists to install and use aftermarket modified exhaust systems that meet a 95-decibel limit was not given full committee consideration.
     
  • A version of SEMA model legislation to permit motor vehicles equipped with nitrous oxide systems was not given full committee consideration.  Under the bill, the system must be disconnected when operating the vehicle on public highways.
     
  • A version of SEMA model legislation to add a vehicle registration classification for custom vehicles was not given full committee consideration.  The bill defines "custom vehicle" as a vehicle with a model year that is at least 25 years old and that was manufactured after 1948, or any vehicle designed and manufactured to resemble a vehicle with a model year that is at least 25 years old and that was manufactured after 1948.  The bill also provides that the model year of a custom vehicle would be the same as the model year of the motor vehicle that it is designed to resemble and exempts custom vehicles from periodic vehicle inspections and emissions requirements.
