You may use the following points in your message:
- H.B. 470 will increase the number of vehicles eligible for emissions-testing exemptions. This bill will exempt every vehicle model year 2007 or newer; whereas, only vehicles 5 model years or newer are currently exempt.
- H.B. 470 acknowledges the relatively minimal environmental impact of the vehicles targeted for this exemption.
- H.B. 470 acknowledges that it is impractical to test newer vehicles, the results of which demonstrate little significant air quality benefits. The idea behind exempting any class of vehicles is to reduce costs while not losing appreciable emission reductions. This strategy builds support for emission inspection programs, but also directs finite resources to where they will be most valuable in cleaning the air.
Overview: Legislation (H.B. 470) exempts every vehicle model year 2007 or newer from emissions testing. Under the current law, only vehicles 5 model years or newer are exempt from emissions tests. The bill is currently in the House Transportation and Defense Committee.
