Several bills introduced in Hawaii in 2016 failed to be approved by both houses of the legislature prior to the adjournment of the session.
- Legislation (H.B. 1728) to allow the state to adopt regulations to establish permissible noise emission levels for motor vehicles in accordance with approved U.S. EPA standards was not approved. The bill failed to recognize that the EPA has no noise emissions standards for passenger cars and trucks, only motorcycles.
- Legislation (S.B. 2938) to increase annual registration fees, increase the gas tax and increase the motor vehicle weight tax was approved by the Senate but was not considered by the House Transportation Committee before adjournment. The bill increased the annual registration fee from $45 to $76.50; increased the weight tax by 1 cent per pound, increased the flat rate for vehicles over 10,000 pounds from $300 to $400 and increased the gas tax from 16 to 19 cents.
- Legislation (H.B. 1737) to allow the issuance to certain vehicles of only a single license plate was not considered. The bill allowed the owner of any vehicle containing safety equipment originally installed by the vehicle manufacturer that would be impaired by a front number plate to request one number plate upon original registration of the vehicle.
