SEMA has produced model legislation to create titling and registration classifications for street rods and custom vehicles, including kit cars and replicas. Under the SEMA model, eligible vehicles are titled as the production year they most closely resemble, are required to meet the equipment standards for that model year and are exempt from periodic vehicle inspections and emissions inspections. California
Enacted in 2001. Allows 500 specially constructed vehicles each year, including kit cars, to be held to the emissions standards for the model-year that the body of the vehicle represents.
California Specially Constructed Vehicle Amnesty Program
For the past several years, SEMA has been working with the California legislature and state agencies to provide protection for owners of improperly or illegally titled and registered specially constructed vehicles (SPCNS).
Colorado
SEMA model enacted in 2006. Based on SEMA model, kit cars are exempted from the state's emissions-inspection program.
Illinois
SEMA model enacted in 2002.
Amended in 2009 to remove provisions relating to inspection by the National Street Rod Association.
Oregon
The SAN worked with the Department of Environmental Quality (DEQ) to adopt new state regulations that will exempt newly built street rods, custom cars, replicas and assembled vehicles from the state's mandatory emissions-inspection program.
Washington
Enacted in 1999. Portions based on SEMA model.
Amended in 2011 to alter street rod provisions and add custom vehicle provisions.
