SAN Takes Off on Power Tour
Caravan of Collectibles Rolls From Space Coast to Motor City
Summer offers up many delights—barbecues, fishing trips, lazy afternoons— but none can compare with the chance to dust of the old rod and take it out on the summer trip of a lifetime, the Hot Rod Power Tour! The SEMA Action Network (SAN) is again traveling with the 2011 Tour as it lifts off from
the historic space-shuttle launch site of Cape Canaveral, Florida, and winds north all the way up to the birthplace of American motoring: Detroit, Michigan. As we gather for the all-day kickoff at the Cape on June 4, we will be joined by our resident hot rodder in Congress, U.S. Representative Bill Posey. Congressman Posey represents the Florida citizens of district 15, including the Cape and surrounding areas and all its enthusiastic car guys and gals. As a former stock car racer and current car aficionado, he is excited to take part in this annual hot-rod celebration. For those who are unfamiliar with Hot Rod’s annual trek, it is a chance for hobbyists to drive their treasured classics alongside other fantastically rendered vehicles in a convoy following a path blazed by the iconic Hot Rod Power Tour bus. From classic ’30s-inspired rods to musclecar creations, the tour route will offer up an inspiring sight.
As we move north from Florida, we will stop to give the cars a chance to cool off (and show off!) in day-long events in Valdosta, Georgia (June 5); Montgomery, Alabama (June 6); Nashville, Tennessee (June 7); Indianapolis, Indiana (June 8); Muskegon, Michigan (June 9); and finally, Detroit, Michigan (June 10). If you can’t be part of the entire Tour, please join us at one of the stops...and make sure to come by the SAN booth to say hi. As always, we’ll be there to enlist more enthusiasts in our efforts to impact laws and regulations that affect car and truck hobbyists

Lawmakers Clash on Wilderness Lands
Your off-road excursion ends when you see a “wilderness” sign since
mechanized equipment is forbidden on land so-designated. When
Congress enacted the “Wilderness Act” in 1964, it set aside 9 million
acres of land. There are now about 110 million acres. In 2009, Congress
added 2.2 million acres in nine states when it passed more than 160 separate
wilderness measures as one massive bill.
A number of new wilderness bills have now been introduced in Congress.
Here are just a few: Central Idaho Economic Development and Recreation
Act to designate 330,000 acres of land; Hidden Gems Wilderness to designate
342,000 acres in central Colorado’s Rocky Mountains; California
Desert Protection to manage 1.6 million acres of federal land in Southern
California as wilderness or under some other protective designation; Devil’s
Staircase Wilderness to protect 30,000 acres in coastal Oregon; and Alpine
Lakes Wilderness to add 22,000 acres to the existing wilderness area in
Washington state.
While the SAN supports reasonable land use decisions, the SAN
opposes legislation that threatens to prohibit recreation without sufficient
public consensus and local community support. The SAN also seeks
to protect existing roads and trails so that they do not receive the wilderness
stamp and to set aside other land for motorized recreation activities. Wilderness
laws are consequential. For example, the 2009 law closed the Canaan Mountain
Sawmill Road (Utah), Lostine River Road (Oregon) and a road in the Owyhee
Canyonlands Wilderness (Idaho).
Lawmakers are expected to begin the process of holding Committee hearings
and voting on the various new wilderness bills in the near future. The
SAN remains concerned that there will be an effort to commingle scores of
bills into a single measure later this year or next year. On the flip-side, the
SAN has joined a number of other organizations to support legislation that
would release 42 million acres of land from a wilderness designation. The
lands have been set aside as “wilderness study areas” (WSAs) or “inventoried
roadless areas.” WSAs are lands that have been identified as having wilderness
potential. However, following extensive reviews, the U.S. Bureau of Land
Management (BLM) and the U.S. Forest Service have identified the 42 million
acres as not suitable as wilderness.
Late last year, the BLM attempted to shape land use policy on its own
when it launched a program to identify unspoiled back country that can be
designated as “wild lands.” The SAN opposes the program since it usurps
the exclusive authority of Congress to designate “wilderness.” OHV enthusiasts
scored a temporary victory when Congress defunded the program for
the rest of fiscal-year 2011. The SAN will continue to oppose the program
moving forward.
SAN Joins Coalition to Save the Bonneville Salt Flats
The SAN joined a number of prominent organizations in forming the “Save the Salt Coalition” to protect the Bonneville Salt Flats (BSF) from continued deterioration due to salt brine removal from potash mining. The Coalition is now working with government officials, mine operators and others to develop a permanent program to replenish the salt.
In addition to the SAN, founding members of the Coalition include the Bonneville Nationals (BNI), Save the Salt Foundation, Source Interlink Media, Southern California Timing Association (SCTA), SEMA and Utah Salt Flats Racing Association (USFRA).
The BSF is a unique geological formation that is also central to the history of motorsports and the industries that support motorsports. Scores of world land speed records have been set on the densely packed remnants of a huge prehistoric lake. The BSF has been listed on the National Register of Historic Places and has been designated an Area of Critical Environmental Concern.

LEGISLATIVE QUICK HITS
Illinois Antiques: The SAN is supporting legislation to provide for an expanded-use antique vehicle registration class to allow antique vehicles and replicas to be driven without limitation during the warmer part of the year—from April 1 through October 31. Under the bill, expanded-use antiques are limited to traveling to and from car shows, exhibitions, servicing or demonstration from November 1 through March 31. Regular antique vehicle registration will still be available for a lower fee to hobbyists who would prefer operating their vehicle on a limited-use only basis year-round. The bill will now go to the full Senate for a vote.
Arizona Emissions Exemption: SAN-supported legislation to exempt all vehicles manufactured in the ’74 model year and earlier from the state’s mandatory biennial emissions inspection program was signed into law by Arizona Governor Jan Brewer. Under previous law, only vehicles manufactured in 1966 and earlier and “collectibles” were exempt. The governor’s signature acknowledges the relatively minimal environmental impact of older vehicles, such as the historic cars targeted for this exemption. These vehicles constitute a small portion of the vehicle fleet and are well-maintained and infrequently operated.
Massachusetts Aftermarket Exhaust Systems: SAN is opposing a Massachusetts bill to ban the “use and sale of any exhaust pipe that increases the sound emissions of any vehicle including motorcycles.” An identical bill was introduced in 2009 by the same sponsor and was set aside for study without any committee consideration. Among other things, the measure does not supply law enforcement with a clear standard to enforce, allowing them to make subjective judgments on whether or not a modified exhaust system is in violation. The bill also ignores the fact that aftermarket exhaust systems are designed to make vehicles run more efficiently without increasing emissions.
Nevada New Car Emissions Exemption: Legislation to extend the emissions inspection waiver for new vehicles has been approved by the Nevada Senate Natural Resources Committee. Under the bill, new cars will be exempt for the first three years after their initial registration. The bill also changes the state’s emissions inspection program so that vehicles will only be required to undergo testing every two years. Current law requires annual emissions inspections for passenger vehicles and exempts new vehicles only for the first two years after initial registration. The bill will next be considered by the Senate Finance Committee.
Oklahoma Racing: SAN-supported legislation to allow municipalities to issue permits for sanctioned motor-vehicle racing events on public streets and highways within its geographical jurisdiction has been signed into law by Oklahoma Governor Mary Fallin. Introduced as the "Municipal Motor Vehicle Racing Act,” the new law promotes legal racing in Oklahoma, boosts the state’s tourism sector and streamlines the process for race promoters to obtain a racing event permit. An exemption from regulations governing “public or private nuisances,” including noise limits, is also provided for in the new law. To obtain a permit, the racing event must be sanctioned by a nationally or internationally recognized racing organization.
Oklahoma Rebodied Vehicles: Legislation to provide for certificates of title to be issued for “rebodied” vehicles has been signed into law by Oklahoma Governor Mary Fallin. Under the new law, a rebodied vehicle is defined as a vehicle which has been assembled using a new body or new major component part that is of an identical type as the original body or major component part. The law requires that new parts used to assemble a rebodied vehicle be licensed by the manufacturer of the original vehicle. Other original, new or reconditioned parts may also be used. Titles issued to rebodied vehicles will identify the year, make and model of the originally manufactured vehicle and include a notation that states: “This vehicle has been assembled with new major components licensed by the original manufacturer.” Upon application, the Oklahoma Tax Commissioner will assign each rebodied vehicle a new VIN.
Tennessee Emissions Exemption: Legislation to exempt vehicles registered as “antique vehicles” from the state’s annual emissions inspection and maintenance program was signed into law by Tennessee Governor Bill Haslam. Antique vehicles are defined as unmodified vehicles more than 25 years old used for club activities, exhibits, tours, parades and general transportation on Saturday and Sunday.
Texas Street Rods/Customs: SEMA-model legislation to create a vehicle registration classification for street rods and custom vehicles and provide for special license plates for these vehicles was approved by the full Texas House of Representatives. The bill defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. The measure provides for the use of non-original materials and creates a titling and registration criterion that assigns these vehicles the same model-year designation as the production vehicle they most closely resemble. The bill will now be considered by the Senate Transportation Committee.

My mom bought this car when I was 12 and told me it would be mine if I graduated high school. Needless to say, I graduated. Since then, I’ve taken the Falcon through three motors, four sets of wheels and three transmissions—from a four-speed to a C6 to a T5 five-speed out of a Mustang. Currently under the hood is a 347ci small-block Ford with 11.25:1 compression, Roush 200 heads with 1.7:1 rockers, and a Trick Flow Stage 3 cam with an intake/exhaust valve lift of .609-in./.632-in. The raw fuel goes in through a Holley 750-cfm carb sitting on a singleplane intake and the burnt gas exits out 15/8-in. long tube headers feeding a 3-in. exhaust and Flowmaster mufflers. Power is transferred to the ground through a Mustang T5 five-speed and a 9-in. equipped with Moser axles and 4.11:1 spool. Cal-Trac bars, subframe connectors and three-way adjustable shocks help stiffen the chassis and provide some grip for the wide 275/50R15 tires mounted on 15x8 Summit Racing Pulsar rims. Disc brakes up front with 15x4 Pulsars mounted with 165R15s provide some much needed stopping power.
The interior currently sports a 3-in. Moon tachometer, two old-style gauges under the dash, aftermarket racing seats, a Hurst shifter and a Grant Classic Chrome threespoke steering wheel with black grip, and it is topped off with a fiberglass teardrop hood. The car is also equipped with a MSD Blaster SS Coil and a digital 6+ box rev limiter set at 7400.
I have also switched up the paint from red to a modern flat black, matte finish. This car is constantly changing as I try to make it better and different. Like any project car, it will never be truly finished, and that’s just the way I like it.

Nebraska Advanced Manufacturing Coalition, Dream It. Do It.
Nebraska Advanced Manufacturing Coalition’s Dream It Do It, is a statewide program designed to attract young people under the age of 26 to exciting career paths in manufacturing, including all aspects of the automotive industry. Its 350 volunteers are involved with high schools, community colleges and universities. Students are exposed to such state-of-the-art programs as robotics and associated controls for automotive manufacture and controls, including electric-drive vehicles.
Last year, the Coalition put on the First National Bank Corporate Cup Committee’s Car Show with proceeds benefitting the American Lung Association. Fifty cars participated and prizes were awarded in the following categories: Ford, Mopar, GM, Truck, orphans (such as Olds and Pontiacs) People’s Choice and Ambassador’s Choice. The Ambassador’s Choice was awarded to a ’72 Detomaso Pantera. This year’s Show is scheduled for June 4 and will again benefit the American Lung Association.
