100 Times Stronger
New Group of State Lawmakers Join Effort to Preserve Hobby
If you want to see cool cars, you go to a car show. If you want to meet lawmakers from across the country in one venue, you go to a state legislator’s conference.
That’s exactly what State Automotive Enthusiast Leadership Caucus Chairman Bill Reilich and SAN Director Jason Tolleson did by attending the National Conference of State Legislatures Annual Legislative Summit. Over the three-day event, the duo enlisted 100 new lawmakers into the caucus (see left for a listing of new members).
The caucus, which now has more than 350 members from all 50 states, is a nonpartisan group of state lawmakers whose common thread is a love and appreciation for automobiles. Through their participation in the caucus, these lawmakers are helping to raise the motor-vehicle hobby’s profile in their state legislatures and in the public’s eyes.
“It was a great opportunity to meet with my colleagues from other state legislatures who share a passion for the automotive hobby,” said Reilich. “Whether they currently own a collector vehicle or just appreciate seeing these cars on the road, by joining the caucus they are showing their support in preserving this great American tradition.”
Since its inception in 2005, the caucus has proven to be a valuable resource in connecting pro-hobby lawmakers to a multitude of enthusiasts and car clubs who are involved with the SAN. This partnership has brought a series of significant legislative accomplishments for the vehicle enthusiast community on issues ranging from equipment standards to registration classifications and from emissions-test exemptions to hobbyist rights.
“I encourage SAN members to contact caucus members in their state and thank them for their participation,” added Tolleson. “Likewise, if their own state representative or senator is not a member, I would ask that they contact their office and encourage them to join.”

California Emissions Standards: Legislation that sought to assign primary responsibility for prescribing smog-check emissions standards to the Air Resources Board (ARB) was vetoed by Governor Arnold Schwarzenegger. In his statement to the legislature, the governor indicated that the bill “would not make the smog-check program more effective, nor will it change the existing process for developing emissions cutpoints in a way that improves air quality in the state. It merely creates an additional, unnecessary and potentially more costly layer of government for the adoption of these emissions cutpoints.” Under existing law, the ARB in the development of California’s State Implementation Plan for meeting air-quality requirements, identifies the emissions reductions that the Bureau of Automotive Repair’s (BAR) Smog Check Program must achieve to meet our air-quality improvement goals. ARB then works with BAR to set the emissions cutpoints for their motor-vehicle inspection and maintenance program.
California Greenhouse Gas: The California State Legislature approved a joint resolution encouraging the U.S. Congress and president to support federal legislation that permits California to implement standards to reduce greenhouse gas emissions from motor vehicles. Under the federal Clean Air Act, the U.S. Environmental Protection Agency (EPA) is required to establish national air-quality standards for certain pollutants. State and local agencies are responsible for adopting emissions-reduction measures to attain these standards. California may, however, enact its own regulations for motor-vehicle emissions if it receives federal approval, which occurs when the EPA administrator grants a waiver of federal preemption of state motor-vehicle standards to California. Such a waiver allows other states to adopt the vehicle-emissions standards as established by California. In 2004, the ARB adopted regulations to implement greenhouse gas reduction measures and in 2005 applied to the EPA for a waiver. In 2008, the EPA officially denied that waiver. This resolution supports federal legislation that enables California to implement its regulations of greenhouse gases from motor vehicles.
New York Legislation: With the adjournment of the New York Legislature, SAN members succeeded in defeating several bills detrimental to the hobby. Among these were legislation to ban spinner wheels; to ban grille and brush guards; to require the date of manufacture to be imprinted on tires; to establish a tire fuel-efficiency program for replacement tires; and to create a clean vehicle incentive program that sought additional charges from purchasers of new motor vehicles based on the vehicle’s greenhouse gas emissions.

Growing up in McKinney, Texas, I’ve always had a great love for cars. My father owned an upholstery shop for more than 18 years, and I can still remember the days when my father would customize the interior of hot rods. At the ripe old age of 10, I would sit in those cars on Coca Cola cases and imagine myself owning a car like that someday.
In 1967, I was a junior at McKinney High School, and I bought a yellow ’57 Chevy 2-door sedan with a white top. From that day forward, I always had a love for the Tri-Five Chevy. I was like most other teenagers at that time and, after a couple of years with the car, I wanted something different and sold the car.
As time went on, I got married to my wonderful wife Rendy and began my career in law enforcement. Throughout all this we enjoyed going to car shows, and I was doing my best to locate and possibly buy a ’55 or ’57 Chevy.
I had been steadily looking at cars all over the country and recently I found a yellow and white ’55 Chevy that was up for auction in Tulsa, Oklahoma. However, upon getting there I found an absolutely gorgeous purple ’55 Chevy that was also for sale. My first thought was that it was out of my price range, but after consulting with a friend who knew the owner, we decided that this was the car.
Truly one of the great benefits of owning a vehicle like this—I have been in law enforcement for approximately 40 years, including 23 years as the sheriff of Collin County, Texas—is that I can enjoy the break from law enforcement that my ’55 gives me. I get the chance to get away from my regular job and enjoy the fellowship of other car guys and gals.
There is nothing like getting in the ’55 on a cool morning or late in a summer afternoon and feeling like you are teenager again—if only for a couple of hours while cruising around town.

Entry Forms Available October 1 for Annual Eagle One Golden Rule Awards
Eagle One has announced the availability of entry forms for its 16th Annual Golden Rule Awards. Car clubs entering will have an opportunity to win a $1,500 grand prize that will be donated to a charity of their choice.
Three other winners will receive a $500 cash contribution for a charity of their choice.
The grand prize will be awarded to the car club judged to have performed the most compassionate achievement during 2008. Winners will be selected in four regions—west, midwest, east and south—for conducting the most outstanding community service program in their area during 2008.
In addition to a total of $3,000 in cash donations from Eagle One and co-sponsor Valvoline, winners will receive a generous supply of premium appearance care products and motor oil for fund-raising purposes and a custom-designed trophy.
Starting October 1, the entry form is available for download on www.eagleone.com or by calling 818/501-1445. The deadline for entries is December 31, 2008. Winners will be notified by February 10, 2009.
