New York Introduces Bill to Create Pilot Program for Mileage-Based User Fee

  • A.B. 670 would create the Road Usage Charge Advisory committee, responsible for the development and evaluation of a pilot program to assess the potential for mileage-based revenue collection for New York's roads and highways as an alternative to the gas tax system.
     
  • In addition to creating privacy concerns, the results of the committee’s study could penalize national efforts to create a more fuel efficient vehicle fleet by taxing drivers based on vehicle mileage.  As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.
