New Hampshire Introduces Bill to Create Road Usage Fee

  • H.B. 621 establishes a road usage fee for all New Hampshire motor vehicles with a miles-per-gallon rating of more than 22.5.  
     
  • H.B. 621 requires that the fee is collected at the time of annual registration of the vehicle. 
     
  • In addition to creating privacy concerns, the results of the committee’s study could penalize national efforts to create a more fuel efficient vehicle fleet by taxing drivers based on vehicle mileage.  As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects. 

Overview: Legislation (H.B. 621) to establish a road usage fee for all New Hampshire motor vehicles with a miles-per-gallon rating of more than 22.5 was introduced.    The bill will be considered by the House Ways and Means Committee on Wednesday, February 1, 2017.
