Maryland Introduces Bill to Restrict the Historic Vehicle Emissions Inspection Exemption

  • H.B. 1258 arbitrarily imposes an emissions inspection requirement on historic vehicles less than 40 years old. 
     
  • H.B. 1258 ignores the fact that historic vehicles represent a small percentage of total vehicles on the road in Maryland and thus have minimal environmental impact.
     
  • H.B. 1258 fails to recognize the usage restrictions already placed on all historic vehicles. Historic vehicles can only be used for exhibitions, club activities, parades, tours, occasional transportation and similar uses.
     

Overview: SAN-opposed legislation (H.B. 1258) has been introduced in Maryland to impose an emissions inspection requirement on historic vehicles less than 40 years old. Currently, all historic vehicles are exempt. In Maryland, a historic vehicle is defined as being 20 years old or older and not substantially altered from the manufacturers original design. H.B. 1258 is scheduled for a hearing in the House Environment and Transportation Committee on March 5th.
