Colorado Bill Amended to Protect Collector Cars from Salvage Brand
Legislation (H.B. 1299) that originally repealed the six-year limitation for applying a salvage brand to a motor vehicle whose cost of being repaired exceeded its value has been amended in the Colorado Senate. The amendment, which was developed by the Collector Car Council of Colorado,would protect from the salvage brand all vehicles that qualify as collector’s items, horseless carriages or street rods at the time of damage. The amendment will now be considered by the Colorado House of Representatives.

- The original bill unfairly expanded the number of vehicles which fall within its scope and would have created a permanent blemish on a vehicle’s title, making it suspect even if the vehicle is expertly restored or modified.
- "Collector's item" is a motor vehicle that is of model year 1975 or earlier; model year 1976 or later that was registered as a collector's item prior to September 1, 2009; or a model year at least thirty-two years old. Those vehicles at least 32-years old registered in an emissions inspection area are required to undergo an inspection every five years when the registration is renewed.
- "Street-rod vehicle" is a vehicle with a body design manufactured in 1948 or earlier or with a reproduction component that resembles a 1948 or earlier model that has been modified for safe road use, including modifications to the drive train, suspension, and brake systems, modifications to the body through the use of materials such as steel or fiberglass, and modifications to other safety or comfort features.
- Horseless carriage is a vehicle valued principally because of its early date of manufacture, design, or historical interest or valued as collector's items. "Early date of manufacture" means that the motor vehicle was manufactured at least fifty years before the current date of registration.
